Mountain biking and cyclocross legend Steve Tilford, 59, was killed early Wednesday in a crash on Interstate 70 in eastern Utah.
Tilford won the first-ever U.S. mountain biking national title at the NORBA Nationals in California in 1983. Bike advocates have pushed more states to pass the legislation, but they also say police rarely enforce the laws. Even worse, when police do issue citations, the lack of objective evidence can lead judges to throw them out.

U.S. Transportation Secretary Anthony Foxx, a former Charlotte mayor, asked a national gathering of mayors Thursday to commit to improving the safety of bicyclists and pedestrians in their communities.
